The U.S. Securities and Exchange Commission (SEC) is set to implement 23x5 trading hours for national securities exchanges by December 6, 2026, a significant shift in trading operations. This initiative follows extensive preparations from both the SEC and industry participants addressing regulatory and operational complexities. On September 17, 2026, the SEC held a roundtable discussing the transition to around-the-clock trading in U.S. equity markets, which included dialogue on supporting overnight trading, market resilience, and the associated challenges.

In response to growing demand from investors for overnight trading, particularly among retail and non-U.S. entities, exchanges are enhancing trading opportunities around the clock. Currently, four alternative trading systems—Blue Ocean ATS, Bruce ATS, IBKR Eos ATS, and MOON ATS—operate during overnight hours. An SEC analysis shows that while overnight trading volume remains modest at about 0.9% of total share volume, it is experiencing rapid growth, increasing by 359% year-over-year.

The existing trading schedule includes three sessions from Monday to Friday: 4:00 am to 9:30 am ET, 9:30 am to 4:00 pm ET, and 4:00 pm to 8:00 pm ET. The upcoming 23x5 schedule will add a new overnight session from Sunday to Thursday, running from 8:00 pm to 4:00 am ET, with a one-hour pause for maintenance between 8:00 pm and 9:00 pm ET from Monday to Thursday.

During the roundtable, SEC officials expressed support for longer trading hours. Chairman Gary Gensler highlighted benefits such as alignment with global trading hours, attracting foreign investment, enabling quicker investor responses to market events, and avoiding disruptions in price discovery during trading pauses. He emphasized that these changes must balance accessibility with investor protections.

The SEC has conditionally approved five national securities exchanges—24X, Cboe EDGX, MEMX, Nasdaq, and NYSE Arca—for the new 23x5 trading model. Full implementation, however, hinges on the readiness of Equity Data Plans for disseminating quotes and trades during these additional hours. Exchange representatives confirmed readiness to commence overnight trading on December 6, 2026.

Moreover, the SEC has granted amendments to national market system plans to extend operating hours for Consolidated Tape Associations (CTAs) to 9:00 pm ET Sunday through 8:00 pm ET Friday, with a similar pause. These changes are set to align with the launch of overnight trading, which is expected to begin on the same date.

Another key component for successful 23x5 trading is the clearance and settlement of transactions. The National Securities Clearing Corporation (NSCC) has received SEC approval to enhance its clearing capabilities to support overnight trading starting on December 6, 2026.

Under the new trading regime, corporate actions will also need special handling during anticipated trading hours, with listing exchanges implementing regulatory halts for securities involved in specific corporate actions. This will ensure adequate processing time during the limited pause.

To enhance investor protection, the SEC has approved amendments to the Limit Up Limit Down (LULD) Plan to introduce Overnight Price Bands. These static price bands will apply during overnight trading and are designed to address market volatility. Additionally, exchanges and FINRA will require firms to provide clear risk disclosures regarding trading in these new hours.

The discussion on best execution by broker-dealers was also highlighted, noting their obligations during these new trading hours. Firms must ensure compliance even as trading dynamics shift to a 23x5 model.

As the market adapts to this extensive change, the SEC and other stakeholders emphasize the importance of issuer readiness and the possibility of future expansions toward 24x7 trading in the markets.
