With the new link, international investors will gain secure and streamlined access to Qatari riyal-denominated government bonds and sukuk, which can be settled through Euroclear’s international central securities depository (CSD). Euroclear Bank will serve as the issuer CSD, while Edaa, the Qatar Central Securities Depository, will function as the investor CSD for local market participants. The Qatar Central Bank will act as both the issuer and paying agent.
H.E. Sheikh Ahmed bin Khalid bin Ahmed Al Thani, the deputy governor of the Qatar Central Bank, emphasized that the initiative is designed to enhance the infrastructure for issuing and trading these financial instruments, ultimately fostering greater investment opportunities and participation in the financial market. He noted that this partnership strengthens Qatar's position as an attractive investment destination and enhances the visibility of its financial market globally.
Valérie Urbain, CEO of Euroclear, stated that making Qatari government bonds and sukuk available for Euroclear settlement simplifies market access, increases liquidity, and bolsters Qatar’s appeal to worldwide investors. She highlighted that this collaboration builds on Euroclear's established partnerships in the Middle East and reiterates the company’s commitment to the development of resilient and globally connected capital markets.
