Christine Lagarde, President of the ECB, stated that the Eurosystem is focused on creating a more integrated and resilient European financial market in the digital era, emphasizing the commitment to collaborate closely with market participants.
Tokenization refers to the process of representing assets digitally, typically utilizing distributed ledger technology (DLT). This technology could enhance transaction speed and efficiency by streamlining multiple stages of an asset's lifecycle, including issuance, trading, settlement, custody, and servicing, while also paving the way for automation and innovative solutions through smart contracts.
Pontes builds on the outcomes from the Eurosystem’s 2024 tests, which illustrated the need for access to a risk-free settlement asset as vital for broader adoption of DLT. Initially, Pontes will provide a core set of services, with plans for gradual expansion to meet market demands and technological advancements, with full implementation projected by 2028.
Piero Cipollone, a member of the ECB's Executive Board, mentioned that Pontes will bring the stability and credibility of central bank money to the tokenized finance framework, offering a significant advantage for scaling.
Interest in Pontes has been robust, with an initial group of market participants and DLT operators ready to utilize the platform immediately and additional parties expected to connect in the coming months. This response reflects confidence in the innovation’s potential to place Europe at the forefront of financial service transformation.
Complementarily, the Eurosystem is advancing the Appia initiative, which aims to develop a comprehensive DLT-based financial services ecosystem by 2028, involving collaboration with Danmarks Nationalbank and various stakeholders.
In conjunction with these developments, the ECB has begun preparatory work to invest a small portion of its own funds in tokenized securities to gain practical experience and build expertise in DLT applications within financial markets. Investments will initially target euro-denominated securities issued by euro area central governments, regional governments, and European supranational entities, all to be settled using Pontes.
Marius Jurgilas, CEO of Axiology, a DLT operator involved in the Pontes launch, highlighted that enabling institutions to settle tokenized securities in central bank money addresses a key hurdle for wider adoption. He noted that integrating these systems provides the necessary reliable cash leg for growth, while also emphasizing the importance of subsequent issuance, investment, and liquidity to achieve market scale.
